I’ve built out the first two axis in my AR3. The procedure I used to set the bearing set screws has been to tighten each screw, one by one, till the bearing resists rotation. I then back off the screw a bit. I’m not really confident this is the correct approach so any suggestions would be appreciated.

I should probably invest in a low torque wrench and establish values but I have been doing very similar to what you describe, I just tightened one by one until there is no play in the bearing or the applicable arm and the screws are uniform torque. I try to make sure there is no play but minimal resistance to rotation as you describe.
